  10% of the Moon's diameter goes into the Earth's dark shadow at maximum, around 21:10. The shadowed part turns a dull copper rather than black, and the edge of it is visibly curved: that curve is the shape of the Earth, which is how the Greeks knew.
  It is low from 40.00,-83.00, 10° above the horizon at maximum, so you will want somewhere with a clear view in that direction.

  Everybody who can see a lunar eclipse sees the same thing at the same moment, so there is no path to travel to and no percentage that depends on where you stand. The only question is whether the Moon is up, and it is up for half the planet at once.
  Safe to look at with anything: eyes, binoculars, a telescope. The Moon is only ever reflecting sunlight, and during an eclipse it is reflecting a great deal less of it than usual.
